- Over 30 years of experience in international cooperation for sustainable development focus with German International Cooperation (GIZ) on renewable energy, waste and wastewater management and climate change.
- Extensive leadership experience in managing large scale projects in various locations including Thailand and Vietnam including programmes .
- In leading position implementing a number of cooperation projects in Southeast Asia including the Thai-German Biogas Programm in Thailand (1988-1994), establishing the “Regional Information and Advisory Service for Southeast Asia on Appropriate Technology” (RISE-AT) at Chiang Mai University (2000-2005), Solid Waste Management Project Phitsanulok (2005-2007), Renewable Energy Support Programm (RESP), supporting the Ministry of Industry and Trade (MoIT) towards the dissemination of biomass energy in Vietnam (2012-2015) and lately the Thai-German Climate Programme with focus on Waste and Wastewater (2018-2022).
- Co-founder and Director for business development for large scale biogas system application at Natural Power Co. Ltd. a leading biogas engineering company in Thailand.
- During 2008-2012 co-founding and managing PURE Natural Power Co. Ltd., a Thai-German Joint Venture Company exploring business opportunities in Carbon Emissions Reduction in Thailand and other Southeast-Asian countries.
Key competencies
- Are in the fields of (1) policy and capacity development including strategic planning of national programmes, support mechanisms for bioenergy promotion, developing training curriculas for bioenergy investment projects, stakeholder dialogues and HR and mainly, (2) conceptual and methodological approaches on resource management and Life Cycle Analysis on biogas and biomass technology, developing projects under the Clean Development Mechanism (CDM) including validation and monitoring, reporting and verification (MRV), (3) Technology application at community and agro-industrial levels focusing on bioenergy for renewable energy and integrated Municipal Solid Waste management.
- Werner Kossmann holds a Master Degree in Agricultural Economics from the Technical University Berlin.
Experience in Carbon Credit project development:
- As Co-founder and Managing Director of PURE Natural Power overall responsible for the development and verification of CDM projects partly as Gold Standard in Thailand.

- Currently working at as external Regional Expert on Art.6 to support the implementation of the Paris Agreement for the UNFCCC/IGES RCC Asia-Pacific; activities include Art.6 capacity building for countries and other stakeholders; assisting implementation of institutional arrangements for Article 6 instruments in the host country; support to countries in the consideration of market and non-market policy approaches for the achievement of their NDCs
- 11 years work experience with the UNFCCC secretariat on especially on CDM, carbon markets, carbon pricing related issues; working directly with the CDM EB, Meth Panel, SSC WG, A/R WG, CCS WG
- leading the work of the UNFCCC/IGES Regional Collaboration Centre for Asia and the Pacific (RCC Asia-Pacific) for 6 years on CDM, Carbon Markets, Carbon Pricing, Climate Finance, private sector engagement, Transparency, Regional Partnerships and Collaboration, esp. with UN agencies and development partner (UNDP, UNEP, UNESCO, UNIDO, FAO, ILO and others)
- Before joining the UNFCCC secretariat from 2008-2011, CDM Project development for PURE Natural Power Co., Ltd. and PURE Carbon AG in Asia (especially Thailand) in waste and waste water management, renewable energy, biomass, biogas. Specialization in project development under the Gold Standard.
