ASEAN–EU Cooperation on Carbon Pricing, Carbon Markets & MRV

Supporting the 11 ASEAN Member States in building technical, institutional, and policy readiness to participate in international carbon markets under Article 6 of the Paris Agreement.

We are providing expert advisory services to one of the most significant ASEAN–EU climate cooperation initiatives to date. The project supports ASEAN Member States in navigating the evolving carbon market landscape from strengthening domestic MRV systems and governance frameworks to building readiness for international carbon market participation under Article 6 of the Paris Agreement.

Our work spans a comprehensive Art.6 readiness assessment of all 11 ASEAN Member States, followed by high-level knowledge exchange and capacity-building activities designed to bridge the gap between ASEAN’s carbon pricing ambitions and practical implementation.

Our team brings deep expertise in Article 6 mechanisms, carbon pricing instruments, and MRV frameworks to deliver a rigorous, evidence-based assessment that will directly inform regional policy and capacity-building priorities across Southeast Asia. We are conducting in-person consultations with key government ministries and technical agencies across  the ASEAN member states, and will produce policy recommendations and a regional roadmap endorsed by ASEAN’s Working Group on Climate Change.
